The primary bottleneck is the Anti-Money Laundering (AML) and "Source of Funds" verification process. Ukrainian banks, under pressure to prevent sanctions evasion, require a bulletproof trail of documentation—including tax returns and salary statements—showing the entire path of the capital. If an investor cannot prove the legal origin of their funds to the satisfaction of both local and international compliance officers, the bank will block the transaction, regardless of the property's status.
